It referes to the Chinese approach to economic reforms - trial and error would show the way to reform and opening up. However, over the years it has become increasingly clear that "CROSSING THE RIVER building a bridge" might be the more sensible approach, as here witnessed in Western Chinese boom town CHONGQING.
